I think you hit on a key problem here: "a great many people do not
have the right kind of yardspace, or even enough space, to plant a
family vineyard".
I live on a 100'x25' city of Toronto lot. I'll never grow enough from
my vines to make wine, only to play around with. I buy grapes from
Niagara each year, and like to make lots of it, but it's not ideal for
me, I'd rather be more involved.
I think what is needed to seriously accomplish what you are talking
about are "amateurs grower cooperatives." By this I mean a group of
serious amateurs could pool their financial and labour resources and
either buy or lease land to grow grapes. Because land costs in the
Niagara Peninsula in Ontario are so high, I expect that the land would
end up having to be in much cooler and cheaper areas, but would have
the constraint of being within comfortable driving distance of all the
members.
Each member would contribute to the cost and upkeep of the vineyard,
and would get a portion of the grapes commensurate to how much they
invested.
This has all sorts of risks and caveats (financing, legalities,
insurance, etc.), but I think it's a great idea. Long run such
enterprises could even migrate into becoming full commercial wine
enterprises.
