The overall regulatory climate seems to be predicated on curbing the social ills of alcohol abuse (real as they are) rather than promoting artisanal wines as something that has cultural value. And it's not just wine - local agriculture in general should be promoted more. Doing so will of course present challenges, but would likely steer things away from that dry commodified mentality into something
more holistic.
